You should be able to sign out of iCloud and sign back in with the new AppleID, but your Apps and iTunes content that you purchased with your old AppleID will still require that one to update/authorize your content.
A catch-22 is that you can't use the current email address you used to create the new AppleID in the Old AppleID.
Another option would be to open another free email account and use that to change the old AppleID login name.
Note that it is a login name when used with AppleID, not an email address. As such, you could have kept the old AppleID login and changed the email address associated with that login information. All you needed to do was go to https://appleid.apple.com and change the AppleID logon to your new email, but as I already noted, that is no longer possible.
