It sounds like you’ve done quite a bit of troubleshooting while trying to resolve the issue with your iPad Air being stuck in portrait mode. If you haven’t already, take a look at the article linked below and try the troubleshooting suggestions that it provides.

Jul 5, 2015 6:19 PM in response to Jason Lby CadillacDave,HI Jason! I appreciate your answer. Meanwhile I opened Real Racing 3 which only operates in landscape. I was just trying it to see what would happen. To my surprise that action freed up my iPad orientation problem! More lucky than skilled!

Or the specific fix:
If the Reduce Motion setting is turned ON under Settings/General/Accessibility/Reduce Motion, the screen will not rotate correctly
If the Reduce Motion setting is turned OFF under Settings/General/Accessibility/Reduce Motion, the screen will rotate correctly
However, if you've had the problem under iOS 8.3 as well, this may not correct the issue in your particular case.
