This is what I've seen too. A quick lock/unlock clears it. A pain, but it works.

Are there any updates on this?
Are there any methods to rotate video clips?
The screen orientation appears correctly when I am taking the video (landscape), but synced, they are in portrait and I cannot rotate them as I have the option to do with photos. I took 100 training/teaching videos over the weekend and they are unusable as is.

Jul 7, 2015 12:23 PM in response to happycardby dyvking,AS per other users, I have found that putting my iPad Air 2 to sleep, then waking with the power button offers a temporary fix. After Inset "reduce motion" to "off", the problem has not recurred.

Waking from Sleep/Wake button or Home button both cause the delay
Waking from Smart Cover/Smart Case (magnetically) or by plugging into a charger does NOT cause the delay.
The current work around for the screen rotation issue is to disable Reduce Motion as below
If the Reduce Motion setting is turned ON under Settings/General/Accessibility/Reduce Motion, the screen will not rotate correctly
If the Reduce Motion setting is turned OFF under Settings/General/Accessibility/Reduce Motion, the screen will rotate correctly
An alternate & temporary way to correct the rotation issue
With the device on/awake, simply tap the Sleep/Wake button once to sleep the device, then quickly again to wake the device. This should cure the rotational issue until it reappears after the device has slept for longer than ~15 seconds.
Seems we are stuck with these issues & their work-arounds until Apple get it's act together and fixes them. Supply your feedback to them here please:

happened afew times but is okay at the moment.
Both are are set on reduced motion. Both were updated OTA.
My iPad Air cellular with magnetic cover seems ok.

Both downgrading and jailbreaking are not supported by Apple. We can't help you here, Apple won't help you, you will void any warrenty you have left, You run the very real risk of turning you iPad into a very expensive brick. Don't do it. Don't even thinkk about doing it. Enjoy Apples new music service. The problems will be fixed, don't worry, be patient.
Thanks again go to SergZak for his work to find a solution. Sorry that this is addressed to you but I needed a "Reply to" to get my warning in.
Once again. No downgrading. No jailbreaking. Don't listen to anybody who tells you differently.

The problem is NOT resolved on many devices by turning of "Reduce Motion".
It's hit-or-miss.
I have three iPad Air 2's here - two LTE, one WiFi, all 128GB.
Turning off Reduce Motion is not helping. (Although it almost seems like the Rotation Lock issue is happening less).
But really - it's still happening.
And interestingly enough, I'm getting used to the motion. Kinda cute.

Jul 13, 2015 3:28 PM in response to ayi_arceonby GutterStars,Same ipad, and same issue here. Definitely an iOS 8.4 bug (iphone on 8.3 - no problem). I too have reduced motion turned ON because duh. Not as irritating as a distant relative or herpes, but thereabouts. Please fix Apple.

Jul 15, 2015 12:03 PM in response to happycardby Fred Lifton,I have the same problem, iPad Mini ME278LL/A. Toggling "reduce motion" does nothing to fix it. Sometimes a restart fixes it, sometimes not. But the issue always returns.
I detest what Apple software has become. I wish the ghost of Steve Jobs would come and fire the whole QC division.
