Touch ID works just fine with my iPhone 5s on iOS 8.4. What troubleshooting have you tried? User troubleshooting steps include restart, reset, restore from backup, restore as new. Which ones have you tried? What happens when you attempt to use Touch ID? Have you tried removing a fingerprint and adding a new one?

tried all but a full reset. guess I'll give that a shot. was hoping to avoid.

No such thing as a full reset. A reset is holding the sleep/wake and home buttons together until you see the Apple Logo and then release. If you are referring to a restore as new (factory) then yes, that is the last resort. So you were unable to add a new fingerprint either? You may need to make an appointment at the Genius Bar of the nearest Apple store, however problems that people have experienced have to do with individual devices, not iOS 8.4.

Yes I'm referring to a restore using iTunes. I've searched the internet and see that some others are having the issue. I've tried deleting and re-adding fingerprint but no luck. thanks for the replies.

The only restore that will significantly impact you would be a restore as new (factory). The restore as backup, you backup the device first, then restore the backup. However, normally, issues such as this find problem files in the backups. Make sure you have synced your content to supported applications on the computer or cloud service and you will be able to recover most everything. If a restore as new will not fix the problem, then you will need to make the Genius Bar appointment.
