Q: Siri not found in iOS 8.4
I have a friend's iPad that is running iOS 8.4. However, I can't see Siri on her iPad under >Settings>General. I was able to duplicate the problem of Siri missing on my own iPad (also running iOS 8.4). I went into Settings>General>Restrictions and disabled Restrictions for Siri. However, when I checked the restrictions on my friend's iPad, Siri is not even listed under "Restrictions" nor anywhere else.
The other thing that is strange is that when you use Maps, you can hear Siri's voice giving the directions but she's not in Settings, nor can you press and hold the Home button to ask her a question.
Does anyone know what could be causing this problem?

The iPad's generation DOES make a difference.
The iPad 2nd Generation does qualify for iOS 8.4 but that iPad model never had Siri on it due to hardware limitations. So it does support iOS 8.4 but does not support Siri.
Siri is available on these devices:
- iPhone 4S or later
- iPad 3rd generation or later
- iPad mini
- iPod touch 5th generation
