Q: If family sharing is set up properly on all devices, why can't other family members access my purchases?

I set up family sharing and shared purchases on all devices in my family properly, according to Apple iTunes directions.  But still other family members cannot seem to access my purchases. 

iPod touch (5th generation), iOS 8.4
