If you bought from Ebay or a second hand shop ask for your money back .
If its locked to unknown Apple ID you cannot use.

I have my password and email ID in my notebook, so I know what I originally used. Apple is doing all this to drive people away from Apple to HP Products.

If it isn't then the device was not new, return it to where you bought it. Or take your proof of purchase to an Apple Store and have it reset.
What this is is Activation Lock and it has reduced the theft of Apple iDevices by double-digit percentages around the world. You theory is just silly.

When in fact you are the original owner, and the Apple flaw is the Apple will not recognize the original owner. It pulls a rabbit out of their hat and says its your fault it is a used Apple. Even when you bought it brand new and know for a fact the password and user name. But Apple decided you have had it long enough and makes a error appear that you can't fix. It is easy for a Apple technician to have a built in problem, after so many months.

The previous owner can do it from a web browser by logging into their iCloud account and removing that device from their list of tracked devices. But there is no way to bypass or cheat activation lock. If you do not have the password or cannot contact the person you got the iPad from to help you, then you cannot activate and use that iPad.
