If you download on an iOS device, you can transfer that purchase to your iTunes library on the computer and add it to another iOS device. However, I am not aware of obtaining it for Mac computers. Someone else will have to answer that question for you.

Apple does not participate here and the users do not work for Apple. We don't get any early notification of anything. We see what you see. If Apple announces a special promotion, you will hear about it at the same time we do.
