Apple TVIn theory, yes anybody can view your shared photo album if you make them public. They would however have to guess the URL if you haven't told them, which I think is rather unlikely.

I want UNKNOWN people that view my fastblasts or web-content promotions to be able to add that album to their iCloud streaming, or in layman's terms, open iPad or iPhone and view that in their photos app. Kind of the reverse of me adding them by invite. The people I want to subscribe I don't know yet, but the link would be shared and go viral, would love to have them see the updates as I add them.

Apple TVAnyone who has the URL can visit your photos, they do not need you to invite them.
