Q: How to change Finder folder display name by system language

I updated my system from 10.9 to 10.10 last night. Then the Finder folder display name cannot displayed by my system language.
I tried to figure it out and that's what I found: the folder name can only displayed in the language, which is also the system language when I set up the file ".localized". If I use "touch ~/Desktop/.localized" to set up the file in Chinese system, then it always shows Chinese name "桌面". If in English system, it always show "Desktop", no matter what language my system is.
Can anybody help?
PS: my system main language is English. The privilege for the file ".localized":
OS X Yosemite (10.10.4)

It seems that the folder names in the sidebar cannot be displayed automatic by system language. And the file ".localized" can only decide the name when you want to customize their names. While missing this file, folders name will be displayed in English only.
Here's what I got from other website:
remove the folders and re-add them manually.
