Nothing is 100%, but I would put the odds of it never working again at about 97%

It wouldn't matter if the device was turned off under water or not. It's still going to be vulnerable to moisture.

Water is the best conductor of electricity there is ,as soon as it became wet, current went everywhere shorting and destroying the circuits

Apple will allow water damaged iPhones to be replaced under the Out of Warranty programme take it to an apple store Genius bar along with a credit card

The US price is $269 + tax ,similar prices in other currencies

Well ... not really, but certainly good enough to fry the phone.

FYI, pure water does not conduct electricity, but outside the lab there is no such thing as pure water.

i should have added that an iPhone user is likely to encounter ESP when swimming however I did also also not mention either the impact of chlorine or salt depending on the location of the swimming
