It seems like you're trying to update an iPhone app or iOS, but you're being asked to update your iTunes Store account information.
Checking your previous purchases was a good troubleshooting step. It sounds like you've tried a few more steps, and I wanted to make sure you've gone through all of the steps in Why can’t I select None when I edit my Apple ID payment information?
If the behavior continues:
If you need help changing your payment information, credit card details, or billing information, contact iTunes Store support. Or you might find the answer to your question below:
- If you change your payment method, make sure your account information matches the credit card information on file with your financial institution.
From Change or remove your Apple ID payment information in the iTunes Store.
If you're updating iOS, try using iTunes as outlined in Update the iOS software on your iPhone, iPad, and iPod touch.
