Can you please clarify the issue?

I had this problem too, and it took me a while to sort it out.
So it turns out, here in Australia, only one Internet Service Provider (ISP) includes or uses the date / time function in their modems. This means, unless your ISP is Telstra, you will most certainly have the activation error you are speaking about.
To fix this problem, create a Personal Hotspot with your iPhone and connect your Apple TV to your iPhone. Activate the Apple TV, then you can go ahead and connect to your standard home WiFi.

I'd start with the following:
- Make sure firewall settings are not set too high.
- Make sure the modem is not blocking the A-TV in its blocked MAC list. Normally In a parental control / managed device menu or similar.
- Try adding your A-TV's MAC addy to the trusted computer / device lists.
- Podsibly try a different security code? WPA2-PSK (AES) ETC...?
- Be sure it not being MAC address filiered in any way, denied, needs added to the allowed list Etc.
