Q: Itunes Match and iCloud Music Library

I have been reading and reading about the "differences" of these 2 services and I am frustrated.

What I want is to use iTunes Match only.

If I have Match on and icloud music lib On - then I have ~ 5k songs - which is correct

If I uncheck - icloud music library - itunes Match is just on i guess since i am a subcriber - my library reduces to ~1k  - which are only songs I purchased from itunes store.  So all of my matched song from CD etc are not there.

Any insight or link to something to read on this?

I have a back up of my music and I want to start a fresh library and add the 5k songs without Icloud music lib on.  but I think it is turned on by default?

I am using 12.2.1.16 for windows
