To clarify the previous answers:
You only need to use your iPhone at the beginning (to set up Apple Pay on your watch through the iPhone's Apple Watch app). After that, you don't need to have your iPhone with you in order to use Apple Pay with your Apple Watch.
You do not need to set up Apple Pay on / for your iPhone first (or even at all). Apple Pay works separately on each device, so you can set it up only on your Apple Watch, only on a compatible iPhone or on both - whatever you prefer.
