If you bought it used and it's locked to the previous owner's account you will have to contact the previous owner - only the person whose account it's locked to can remove the phone from that account.

You probably have a second hand iPhone that was protected using Activation Lock as described here:

Activation Lock is an anti-theft feature. You need the previous owner's Apple ID and password to unlock the iPhone. Otherwise, the iPhone can never be used again.

Do you expect someone on this forum to say "Ah, yes, I know this owner! Here is how to contact him/her." This cannot possibly happen.
Contact the people who sold you the device. If you cannot learn the owner that way, the device will remain useless to you.
