If you are attempting to use Handoff/Continuity, that does involve Bluetooth but the devices are NOT paired; Bluetooth just needs to be on and the devices in range of each other. The following may help with Handoff/Continuity issues: https://support.apple.com/en-us/HT204678

Can you tell me if I add a contact on one device will it show up on the other? I thought they did but it doesn't seem to be happening now. Thanks.

Contacts are synced between devices through iCloud. Both devices must be signed into the same iCloud account with the same Apple ID and password. iCloud must be turned on in the Settings app and for Contacts, Contacts must be turned on under iCloud in the Settings app as well.

Aug 5, 2015 4:09 PM in response to Ralph9430by mcmahon7,Problem solved! Thanks Ralph. The iCloud was switched off on the iPad. Been turning a bunch of stuff off lately in order to extend battery life and I guess I got carried away, and/or off onto the wrong path.
One of these days I should learn how to actually use this stuff.
