I don't know which device you used to upload pics to Photos or what device you are using to upload pics to picmonkey. But some thoughts are it takes a while to uploaded pictures to propagate to other devices from the device used to put in iCloud Photos. You may be experiencing this lag, especially if you uploaded a large volume of pics. Also you may have to designate the right system photo library for Photos on a Mac by following this article

Yesterday I took about 20 pictures on my iPhone. Last night I transferred them onto my desktop (mini mac) into the Photos app. Then I got on the picmonkey website (and also tried Facebook, and my email app) and clicked the link to upload a picture from my computer. In that window, under media I chose photos, and then Photos(app) and under 'Moments' folder, the last moment was from Monday (4 days ago) and it is still marked 'Today'. Also I 'favorited' a few of the pictures in the Photos app, and looked in the 'favorites' folder when trying to upload from my computer, and they are not there yet either.
I don't understand iCloud Photos. I do have it set up so my phone automatically syncs with my computer (but a lot of the time I have to do it manually anyway), but I don't think that is the iCloud think you're talking about.
I should add, I'm new to Mac. It's been a few months, but I'm still not figuring a lot out.

Aug 6, 2015 9:56 PM in response to Amoliana86by Rysz,Photos is a brand new application. Third-party apps need to be updated by their developers to be compatible with it.
The current workaround is to first export (or drag) the images to the desktop (or a folder), then drag them into the app you want from there.

Aug 6, 2015 10:06 PM in response to Amoliana86by UGADog,Ok, that helps us understand your situation. Not using iCloud is a challenge. I use iCloud so don't see the same thing as you. You can try connecting your phone to your Mac via the data cable that came with the phone. Then open Photos. In the Photos menu, File > Import. Is there an option of iPhone there?
You owe it to yourself to try iCloud Photos though. And Apple REALLY wants you to do it this way. It works really well and is free if you have less than 5GB of photos. This article explains how. Get started with Photos for OS X - Apple Support
