Q: S/MIME vs Apple Configurator vs Encryption by default

Using the Apple Configurator tool, to deploy an EAS Email profile, is it possible to switch off the option "Encryption by default" and keep the end user's encryption cert available?

 

The idea is let the users decide if they want to encrypt an email by tapping on the Per Message lock icon when creating an mail instead of having all new emails encrypted by default.
