I never got congratulations message in iTunes. Why I didn't get the congratulations message if the phone should be unlocked?
If you did not get the message, the device is not unlocked. Why, either the unlock was not completed correctly at AT&T's end, or other. The message is what is received when the unlock is completed and your restore completes the unlock. Without the message, the unlock is not complete. That is why you are still getting the SIM not valid message. Attempt the restore again. Still don't get the message? Then contact AT&T for verification and explain the issue.

Jan 16, 2015 4:09 PM in response to pik10by ChrisJ4203,Ask to talk to a supervisor. If they state the device has been unlocked, then try the restore again, making sure that you are restoring the device as new, not from a backup. After the restore, try to activate with another SIM, see what happens.

Aug 9, 2015 4:14 AM in response to abramtbby imobl,Contact the wireless provider to which the iPhone is locked to
see if they offer unlocking and if you qualify. Only the wireless provider
to which an iPhone is locked can unlock it.
