I don't think the United mileage card will work but your Chase debit card should. It says they are accepted here > Apple Pay participating issuers - Apple Support
Make sure your iOS software is up to date.
Tap Settings > General > Software Update
Apple Pay requires iOS 8.1 or later > Set up and use Apple Pay
A suggestion would be to delete the Chase debit card then restart the device then add it back in again.

Nov 25, 2014 5:28 AM in response to givemeasillynameby brademcee,Mine was finally fixed. It's an issue with your account at Chase. I had to get with the Internet team and have a case opened. I told them that if they couldn't fix it I was going to leave. 5 days later I tried the verification again on my iPhone and received all of the typical confirmation choices. It now works perfect. Call chase main support and let them know the issue.

I was sent to an activation specialist and he told me that the activation failed twice. He said that he would put my request to the research department and that they would call me if they had an answer. This is not very reassuring. BTW, I have had this card working on my iPhone 6 for several months; you would think that it would be simple to get it working on the Apple Watch. Not the case apparently

Well, I deleted the card that was unverifiable on my Apple Watch Passbook app and then from the Apple Watch APP on my iPhone, I added it back. The normal verification process initiated and I was able to enter a verification code that I received via email. All appears to now be working on the Apple Watch and iPhone both. So much for calling Chase.
