The proper, correct answer is...
If you own a newer iPhone (iPhone 5 or later) that has the Continuity Feature functionality of iOS 8, you can continue a call using the Continuity feature that should be present on your iPad Mini 3 running iOS 8.
If no iPhone 5 or later, then no way to make calls on your iPad.
