Not sure what the current capabilities have morphed to now.
You could set up a family web page where certain members
may have access to add content or edit. The means to limit
viewers among a small group was a feature google sites
had allowed for a time; I've not kept up with their feature set.
To not publish entire content to the open internet is/was handy.
Also, it was helpful to proof the site before a wider launch. As
a google account holder, (gmail, etc) this should be open to
look into, test, and see if you could make use of their product.
Some persons may or may not wish to yield too much personal
information online, but as a closed family web site, only your
family and google may know its content.
The google model may have a wider business level where
beyond a basic one, you would pay for its use. A standard
google account used to allow one to build & use a free site.
Beyond that, additional capacity or features cost monthly.

Start from scratch
- Create a new website
- Add and edit pages
- Insert maps, forms, video, and more
- Embed calendars and documents
- Customize site layout and appearance
- Share your site for internal or external use
Another idea may be to create a blog, and see if any providers
of such services online allow for you to have private pages for
those who may have to log-in to view them.

There should be a field of competitors in this area, needing a
certain amount of research before committing to actual use.
Perhaps others will/have seen your thread here and offer other
ideas; some may still be available through Apple software such
as sharing and iCloud services, with new Apps and so on. You
may be able to upload documents and share them across all
the family's Apple products. An online web page may allow more
family who hasn't any one brand to share or add content, though.

Not via Apple's iBookstore. You have to use some other method to distribute your book. Also Apple does not offer any service to create hard copies of ebooks created with iBooks Author.
