It sounds like your iTunes application isn't seeing the photos your sister has in her folders for some reason. I would delete the iPod Photo Cache files from the folders, and try syncing the photos again:

About the iPod Photo Cache folder
When you use iTunes to sync photos to your iPhone, iPad, or iPod, iTunes creates a folder called iPod Photo Cache. This folder stores photos that are optimized for display on your device.
From a Folder on Mac OS X, Windows XP, Windows Vista, Windows 7, or Windows 8
The iPod Photo Cache will be in the folder you selected to sync with.

iTunes: Troubleshooting issues with third-party iTunes plug-ins
If there aren't any, then I would next remove and reinstall iTunes and its other softwares in the order stated in this article:
