It sounds like you made a rental, you were charged for it, but you cannot see it in your downloads queue. If you still haven't found it then I would check in this location:
About renting movies from the iTunes Store
- On an iOS device: Go to the Rental tab of the Videos app.
Now, if you cannot find it there, then you may need to reach out to the iTunes Store support with the following article and report a problem with that item:
- Visit reportaproblem.apple.com in your browser.
- When prompted, enter the Apple ID and password used to initiate the purchase of the item, then click Sign In.
- Find the item you're having a problem with, then click Report a Problem next to it.
- From the Choose Problem menu, choose the issue you're having.
- Follow the onscreen instructions. You might be asked to describe the problem in a text field.
- Click Submit, and we'll review your problem.
