Have you done these previous backups to this very same computer? Are you signed into iTunes using your Apple ID and password - the same Apple ID you have on the iPhone, and the very same one you have used on this computer in the past?
UPDATE: Also, has there been a "Trust This Computer" pop-up in which you indicated a lack of trust?

Aug 12, 2015 9:29 PM in response to sbermanby Weber Baker,Yes to all of your questions except the last one. There has not been any such pop-up about trusting the computer.
I have looked in the Library->Application Support->Mobile Sync-> Backup folder and have seen the backups.
The Restore button is there. It shows the last valid backup.
I have also tried changing the backup location from This Computer to iCLoud (which I have never used) and the Backup button stays grey. I have tried to set up encryption (which I do not normally use), and the backup button stays grey. My hope was that one small change might bring backup back.
Nothing.

File > Devices > Back Up

Aug 12, 2015 9:35 PM in response to sbermanby Weber Baker,Yes. Neither backup is available. I have tried plugged in and wi-fi. The best description I can give is it looks as if backups have been disabled in iTunes.

Aug 12, 2015 9:56 PM in response to sbermanby Weber Baker,I have tried all of these (except the windows ones and the second mac one) with both my iphone and ipad. Backup is simply disabled in this version of itunes as far as I can tell.

Aug 13, 2015 7:40 AM in response to sbermanby Weber Baker,Yes. I have done everything mentioned except use a second Mac which I do not have or the options for Windows as I am using a Mac.
When I reset the lockdown I had to reply to the trust question. I was very careful to give the reply to trust.
THere re is still not an active backup button or menu option anywhere.

I understand that. I just wish the link to the developers forum that was sent to me in the email explaining why the post was removed worked or had coem from an email other than no-reply@apple.com.
