I am not aware of a way to push an Activation Lock profile with Configurator. The easiest way for schools to have activation lock on all devices is by utilizing DEP (Device Enrollment Program) and force mandatory MDM enrollment. That way if a device is stolen and wiped, before activation it will force the user to log in with a district account on the MDM enrollment page. If the user doesn't have a district account, the iPad cannot be used.
If you don't have an MDM, there are many of them out there including a free one by Cisco called Meraki Systems Manager. They offer a paid version with more features, but starting out with the free version can help you learn about what MDM's are all about... Then you can decide what features are most important to you and research other MDM's to see which one offers the features you need at the right price.
