I don't think that process of activation will be a big deal if apple tries to activate imessage just like all other similar applications such as viber, whatsapp, telegram, etc.
as you know those applications get your activation request online and send you back a SMS containing your activation PIN number (or give you a call) and you can use that pin to activate your application.
Can anyone from apple hear us?

iMessage does use such a silent message system for activation. An SMS is sent to a number which confirms the activation. If, for some reason (e.g. SMS is disabled), iMessage won't activate. If you are not using the iPhone on an officially supported carrier, you may have trouble activating iMessage. There's nothing Apple can do about that.

Because All Iran carriers change sender number true the sms and apple can not authurized with that.
If you can send sms for test to your friend in overseas you can see your number was changed.

any answer from top members and apple tech guys is highly appreciated.

The bans that your government have put in place are nothing that Apple has any control over. The restrictions are not imposed by Apple, they are simply implemented by Apple based on the requirements made by your government in order to sell any devices to you. You will have to take it up with them.
