Assuming you have another iOS or OS X device and his iPad is connected to iCloud and Find My iPhone here's the directions for erasing without iTunes:
Erase using Find my iPhone-From Apple Website
If you set up Find My iPhone on your iOS device or Mac, you can use iCloud to erase and restore it.
- From another device, go to icloud.com/find.
- If prompted, sign in with your Apple ID.
- Click All Devices at the top of your browser window.
- Select the device you want to erase.
- Click Erase [device] to erase your device and its passcode.
- Now you can either restore from a backup or set up as new.
If your device isn't connected to a Wi-Fi or cellular network, you can't erase it with Find My iPhone.

You need a computer to use recovery mode. They will have to go to the Apple Store then.

Aug 16, 2015 10:03 AM in response to ryanshaun08by AJ397,Unfortunately, if you don't have another iOS device, OS X device, a way to log into iCloud.com or computer access you will need to make a trip to the Apple Store. Bring the iPad to the Apple Store as is, I wouldn't put it into recovery mode until they tell you to. I'm not sure what the Apple store would charge to erase it, if anything. The only thing I've been charged for at the Apple Store was a replacement battery, but I have AppleCare and I'm not sure what this falls under. -AJ
