To see the icon, bring up Control Center by swiping up from the bottom of the home screen.

Aug 16, 2015 2:23 PM in response to stanulgby SergZak,There is no additional "app" required for AirPlay as it's built into iOS. You can stream content to the following devices:
- For photos and videos: Apple TV (2nd or 3rd generation)
- For music: Apple TV, AirPort Express, or AirPlay-enabled speakers
If you do not have any of the required devices above, AirPlay will not not even display under Control Center.

I just checked with a Geek Squad about this. He stated that only certain models have Airplay installed. And, apparently, mine doesn't
have it installed.

Perhaps the other device you are trying to communicate to does not have AirPlay capability, but the iPad Mini certainly does.

Aug 16, 2015 2:54 PM in response to stanulgby Phil0124,As usual Geek Squad has no idea what it is talking about. All iPads running iOS8 have Airplay installed. Its part of the OS. It cannot not be installed.
Don't listen to them, they are wrong.
As SergZak pointed out, if you do not have an airplay compatible device nearby that your iPad can detect, Airplay will not show up in control center.
What AirPlay device are you trying to Airplay to?
