I have the same issue since 2 days. I tried to add apple store gift card to my passbook , it either says download unavailable or no pass for this code. Tried to contact customer service too, but no solution yet. My apple device is also updated recently to software iOS 8.4.1

So, I called into Apple Tech support on this, and after being transferred around a million places, I was then transferred to a "senior support specialist"  I might be making that title up, but something along those lines....was on the phone with her for an hour, to no avail.  She was supposed to call me back with a solution.  That was two days ago.

I just tried scanning the cards in again, and magically they work, so I'm guessing whatever bug caused the issue has now been fixed.  FYI i have not upgraded to 8.4.1, i am still running 8.4.

I HAD THE SAME PROBLEM.  After waiting on hold for tech support for at least a half hour  I finally talked with someone who had no idea what i was talking about.  He consulted with the iOS team and the answer back was that at this time Apple does not support this.

They are dead wrong.  I tried scanning the QI code and voila it worked!!!!
