Q: Memory Usage problems

I have a Mac Pro vintage 2007 which is a 2 x2.66 GHz Dual-Core Intel Xeon.

It has 13GB 667 MHz DDR2 FB-DIMM and running Mac OS X Version 10.7.5 (which is the last version it can run.

I have a memory cleaner program which shows how much RAM I have left in the status bar.

 

It sometimes drops to a small number of MB and everything just slows to a crawl. When checking the Memory cleaner it can sometimes show between 8 and 9GB RAM which it states is inactive. I run the cleaner and it reclaims it as available, but can easily go down quickly again.

 

I do a lot of photo processing using Piccure for my RAW files then into Lightroom 5, which does use a lot of memory. I generally use Chrome instead of Safari as Safari would just show a blank screen if I wanted to view pdf files..

 

Why is it so much memory can be left as inactive and why don't the programs use it?
