Finally I thought maybe one of the apps has issue and it caused iCloud cannot backup. So I screen print all pages (approx. 200 apps). Then I deleted row of 4 apps at a time, immediately I triggered iCloud backup after each deletion. Finally I nailed the "Asus Aicloud" app that caused the issue. I remembered I changed to an ASUS router and installed the app back in June.
After removed the faulty app iCloud works again.
I wonder how I can communicate this finding to Apple developers.
