I had the same problem after (apparently foolishly) trying to use a Flickr account with almost 2,000 photos & videos for my screensaver. It worked, but slowed everything else down to a crawl, and I got the re-buffering issue you mentioned. I tried all the above: rebooting everything, testing on another network, etc., as well as changing the screensaver - all to no avail.
What finally worked, and worked well, was "resetting" the Apple TV, using the menu under Settings<General>Reset. It didn't take long - although, since it had been reset to new, I had to do a new device setup and re-enter all my account passwords. But that wasn't too a great hassle, and within about 15 minutes I had things working great again. I did NOT re-enable the Flickr screensaver, needless to say.

Ran the reset, punched in all the account info, and it still started buffering 5 seconds in to the first song. That, and I'm experiencing the hangups across all my devices, not just AppleTV. It *was* working seamlessly for months, until August 8th.

Only other thing I can think of is to take the second option in the "Reset" menu and do a full restore - though you'd think that a reset would accomplish essentially the same thing, as far as wiping out a problematic custom setting or eliminating junk.
Does the slowdown (hangups) on the other networked devices still happen if the Apple TV is taken off the network? Just a thought.
I'll be watching this thread for the answer, if anyone comes up with one - it's a pretty fundamental problem that makes your Apple TV worthless unless a fix is found. Good luck!

Aug 20, 2015 11:24 AM in response to rb333by lfdonahue,Not the ISP - started with that train of thought, but it's happening when I try to stream outside of my network as well. Isolated all the devices and ran one at a time, tried wired instead of wireless, nothing's resolving it. And as others mentioned, it's only content from iTunes Radio or my content through iMatch - Netflix, Youtube, all that stuff streams just fine, which it wouldn't if it was an ISP or network issue. Really sounds like it's something affecting "select" Apple users alone.

It buffers the song every one to two seconds when sampling. I can't even tell how the song sounds! It took 16 mins to download a 5MB song. I've checked other sites and they are all running fine. It's just iTunes. It's horrible! I noticed it automatically updated iTunes on the 18th of Aug. It seems like it was running fine up until yesterday. I've talked to Apple Tech and ATT tech help. My connection is fine. And Apple Tech had no idea. Now what?!

I have no problem with any other streaming service EXCEPT streaming Apple Music from any of my mobile devices (iPhone 6, 5, 4S or iPad 3rd gen), to my 3rd gen Apple TV. I experience interruption every 3-8 seconds. Very disheartening as this worked well initially. Maybe this is Apple's servers issue.
