Q: itunes billing reciept

What do you mean by 'recover my itunes billing receipt' ? You are only sent one copy of each email receipt, if you've deleted the emails then you can view your account's purchase history via your computer's iTunes (you can't request replacement email receipts) : See your purchase history in the iTunes Store - Apple Support.

You can't get a replacement emailed receipt, you will only be able to find it via your account's purchase history on your computer's iTunes. You only have the one iTunes account ?

I Have a charge from iTunes that I did not do

If it shows on your account, and nobody else has access to your account or devices/computers and did it, then change your account's password and contact iTunes Support : http://reportaproblem.apple.com or the 'contact us' link at the bottom right of every page on here
