If you see a message that your billing info is wrong, be sure to follow the steps in If your credit card company's records don't match your records in the iTunes Store.
If you're already following these steps and entering the right information, the article suggests verifying the info on file with your credit card company:
If there's still an issue, contact your credit card company and make sure that they and any company they use to process credit card authorizations have your correct information on file.
You may also want to try signing out and back in to the iTunes Store and restarting your computer or device before updating your payment information. See Sign in to the iTunes Store, Mac App Store, and iBooks Store on your Mac.
As a temporary workaround, you may be able to change your payment information to None so you can update apps or download free apps. See Change or remove your Apple ID payment information in the iTunes Store.
