Yes I am having trouble. My account info shows that I am subscribed to iTunes Match and I have authorized my computer as well.
I've read all the support documentation I can find regarding iTunes Match and most of it seems outdated, as most of the options regarding turning iTunes Match On/Off do not exist in that format any longer with the most recent version iTunes.-
There is no Menu Bar selection that says "Store," any longer and none of the current Menu Bar options have anything to do with iTunes Match.
The ONLY 2 places I can find any options that pertain to iTunes Match are: (1) Choosing the little icon in the upper-most left corner of iTunes, select iTunes Store, and then where Update or Turn On/Off iTunes Match should be is greyed out and isn't an option to select; (2) In addition, when I go to the middle of the screen and choose "iTunes Store," on the right-hand column where the fonts are extremely tiny (to the right of the music, etc.), there is an option to choose iTunes Match, yet when I click on it, the screen only gives me 2 choices - Join or Authorize This Computer, and as mentioned above, I've already authorized my computer for the 2nd or 3rd time in an attempt to fix this issue. And each time I've done this, the iTunes Match screen just freezes. Every. Single. Time.
I think a couple of things are affecting this situation:
(1) Very recently, there was a new iTunes version update which I've downloaded
(2) Very recently, there was a new Windows 10 version that just came out which I've downloaded (pertaining to your question)
(3) Apple Music was also launched very recently as well, and I have a feeling that somehow over time, they are going to phase out iTunes Match as part of Apple Music (current documents I read suggest otherwise; currently, it says we'd have to continue purchasing iTunes Music AND Apple Music! Ha!).
In all, I think all of these new things are OBVIOUSLY NOT mixing very well together; and the further that Apple goes into being the top of the crop, it seems as though they're beginning to (or perhaps just haven't caught up to Windows 10 yet, idk. For example, the last iCloud for Windows doesn't work yet/at all, so not all of the features will work - like syncing my emails/calendar into one app like it was in the old version of Windows versus having to have 2 now - one app for my other email/calendar accounts, and one through icloud.com) phase out their association with Microsoft Windows? It sounds stupid to me because they'd lose money doing that....but who knows.
If only I could afford a Mac computer like I can somewhat afford their phones, THAT would be fantastic, and I wouldn't have to worry about all these problems with mixing brands!.
At this point, I'm going to contact Support directly and/or call Apple and/or go to an Apple Store nearby to get some help at the Genius Bar. I'm tired and frustrated.
And I know I didn't help you solve our problem; I only added to your description (lengthy, I'm sorry), but hopefully someone from Apple or a very smart and experienced user might read it and lead us in a better direction than all of the documentation currently is....
Good luck!
