I'm sorry to hear you are having these issues with your iPhone. If you are not hearing phone call rings but are otherwise hearing alert sounds for other contacts, you may want to double-check that Do Not Disturb hasn't been inadvertently been activated, as outlined in this article:

In home screen swipe up control panel make sure do not disturb is not on.
Also try another ring tone.

I get the ringtone with people contact via FaceTime, just not when they call. They're calls go to my voicemail and they are able to leave a message. But when I select Voicemail in my phone app, it says "No Voicemail," but then when I call my voicemail, I actually do have messages.

I think you may have a bug.
I would Restore back to factory settings after restore use same Apple ID
To get your apps /data back .
This will make iPhone like new .
If you still have a problem make an Appointment at Apple Store .
