Q: Create Apple ID for kid on Windows7 without an Apple device

Problem:

There is no way to create an Apple ID for kids from a Windows machine.

Situation:

9 year old is in China with technically inept mom.  He purchased an iPad which is required for school.  We have no other Apple products.

On my Windows7 laptop in America, I created my own master account.  I would like to create a child account (Family Sharing), then tell him what his Apple ID + password is.

What I Tried:

I have my Apple ID, iTunes, and iCloud.  I was hoping that iCloud would allow me to create the ID, but I cannot enable iCloud without first enabling it from an Apple device.

    Good day Meiguozhonguoren,

My understanding is that you wish to create an Apple ID for your 9 year old who has an iPad, but you do not have any Apple products such as a computer, iPhone, iPad or iPod touch to use to create that Apple ID. You also wish to use Family Sharing between yourself and this boy (and possibly others.) Is this correct?

You are up against several roadblocks here. Both setting up Family Sharing and creating an Apple ID for someone under 13 years of age are required to be done from an Apple device such as a computer or iOS platform. See this article on Family Sharing for reference - Set up Family Sharing.

    Specifically -

Here's what you'll need to set up Family Sharing:

    • An Apple ID signed in to iCloud and iTunes
    • iPhone, iPad, or iPod touch with iOS 8 or Mac with OS X Yosemite

This article explains the process of creating an Apple ID for a child under 13 - Family Sharing and Apple IDs for kids. Again the requirements for setting it up include doing so on a Mac computer running Mac OS X 10.10 (Yosemite) or an iOS device running iOS 8.

You should also be aware that using the Ask to Buy feature of Family Sharing needs to be administered from an Apple device, as notifications of purchase requests are only transmitted to those devices. See this article - Request and make purchases with Ask to Buy.

    Specifically -

    Make or decline a purchase

If you're the organizer, you can use these steps to make or decline the purchase from your iOS device with iOS 8 or Mac with OS X Yosemite

Lastly, if he is in China and you are not, you would not be able to use Family Sharing in any case. See this article - Share purchased content with Family Sharing.

    Specifically -

To share purchased content, all family members must use the same iTunes Store country or region.
