It sounds like you have some faint blue lines on your iPod and it seems to be acting erratically. That should be easy to isolate to either software or hardware, so first and foremost I would start by forcing the iPod to restart:
Restart your iPhone, iPad, or iPod touch
To force restart your device, press and hold both the Sleep/Wake and Home button for at least 10 seconds, until you see the Apple logo.
If the issue persists then I would next backup your iPod Touch to iTunes:

Then restore it with iTunes as new to see if the issue persists on a clean slate:
Use iTunes to restore your iPhone, iPad, or iPod to factory settings
If it works when restored to factory settings then restore your backup and confirm that it either still works, or to isolate the issue to the backed up data itself.
Restore your device from an iCloud or iTunes backup
If nothing works and the lines persists through the entire process then that will be a hardware issue that will need service:
