On the home screen, swipe down from the top so you get the search field and keyboard. Type Face Time to see if the app resides on your iPhone. If it does not, your iPhone is from a country that prohibits FaceTime and the app can never be added.

If the device originated from a different Middle Eastern country, FaceTime may only be available for it in that country.
If neither of the above applies, check the device’s restrictions.
