I understand that you are not receiving Visual Voicemails unless you restart your device or wait a period of time. Visual Voicemail messages do require cellular data from the carrier in order to access them, so this may be the cause of the issue. I would start with going through the troubleshooting steps in the article below. You also may need to reach out to your carrier for further assistance.
