I understand you are not seeing the pictures you've taken since July 15 in your Photostream, is that correct? What version of the iOS do you have on your iPhone? Is it possible that you enabled the new iCloud Photo Library feature? If so, your My Photo Stream pictures would be in the All Photos album of the iCloud Photo Library.

What happened to the Camera Roll album on my iOS device?
When you turn on iCloud Photo Library, The Camera Roll album is replaced with an All Photos album. The All Photos album gives you the same compact scroll view, now with all your photos and videos organized by the date you add them.
What happened to the My Photo Stream album?
When you turn on iCloud Photo Library, all of your original photos and videos are organized in one library. My Photo Stream uploads recent photos to share with your devices that don't have iCloud Photo Library enabled.
Why can't I see some My Photo Stream photos in my iCloud Photo Library?
If you add photos to My Photo Stream, they will be added to the All Photos album on your devices that have iCloud Photo Library enabled. You won't see a separate My Photo Stream album.
If you have both iCloud Photo Library and My Photo Stream enabled on a device, any new photos you add to your library or take with your iOS device will be added to My Photo Stream, so you can view and import them to any device that isn't using iCloud Photo Library.
MountainGram, if this assumption is incorrect, and you are only working with My Photo Stream, then follow the troubleshooting steps below (click on the link for complete details.)

After each step, check if the issues still exists:
- Check the Internet connection on your PC, Mac, or iOS devices.
- On your computer, open iCloud for Windows and make sure you're using the same Apple ID as on your other supported devices:
- Windows 8.1: Go to the Start screen, click the down arrow
in the lower-left corner, then click the iCloud app. - Windows 8: Go to the Start screen, and click the iCloud tile.
- Windows 7: Choose Start menu > All Programs > iCloud > iCloud.
- Click the Options button and make sure that My Photo Stream is turned on.
- Close and reopen iCloud for Windows.
- Restart your computer.
If you still have the issue, make sure you added photos to My Photo Stream in iCloud for Windows using either the Add Photos button or the iCloud Photos Uploads folder:

- Open a File Explorer window (Windows 8 or 8.1) or Windows Explorer window (Windows 7).
- Under the Favorites menu, click iCloud Photos.
- Double-click My Photo Stream.
- Click Add photos.
- Select the photos that you'd like to add and click OK.

- Confirm the location of your Uploads folder.
- Open iCloud for Windows.
- In Windows 8.1: Go to the Start screen, click the down arrow
in the lower-left corner, then click the iCloud app. - In Windows 8: Go to the Start screen, then click the iCloud tile.
- In Windows 7: Choose Start menu > All Programs > iCloud > iCloud.
- Click the Options button next to iCloud Photos.
- Open a File Explorer window (Windows 8 or 8.1) or Windows Explorer window (Windows 7).
- Go to the iCloud Photos folder location listed in iCloud for Windows.
- Open the Uploads folder.
- Open the folder that contains the photos that you want to add to My Photo Stream.
- Copy them into the Uploads folder.
