my macbook is stolen and i signed off the icloud. can i find it from the serial number?

Not using iCloud but if you report the theft to local authorities, they would need the serial number.

where i live they cant find it from the serial number. can apple find it if i give the serial number? if not, can they sign in my icloud from another system?
