I understand that you are unable to download or update applications on your iPhone. I would agree that it does sound like the issue may be with your Wi-Fi connection as it works on the cellular data network. I would start with going through the attached troubleshooting articles below.
If your iPhone, iPad, or iPod touch won’t connect to a Wi-Fi network
Recommended settings for Wi-Fi routers and access points
