2. Are you sure the RAWs are not imported? You must know that Photos makes no distinction between RAW and JPG and will stack them. If the thumbnails bear a "J" at the bottom left, the corresponding RAW will be hiding underneath.
You can, however, still use the RAW for editing.
3. Because Photos does not distinguish I have changed my workflow. I use Adobe Bridge to transfer both RAWs and JPGs from camera to an external HD. Then I split into two folders: JPG+RAW. The JPGs will be imported into Photos for quick browsing, selection, snaps, and also for ordering prints from Apple, but never for serious postprocessing. The RAWs stay where they are and will be selectively postprocessed with a RAW-developer of choice: Adobe Camera RAW (between Bridge and Photoshop), Lightroom, Aperture (still going strong!) or DxO Optics Pro.

The RX100 is supported and it does look like the RAW files were imported as the thumbnails have the "J" at the bottom left. However, when I click on a photo, then go to Image, the "Use RAW as Original" option is grayed out. Any idea what I might be doing wrong?

Now go back to same Image menu, and... there you are.

As the titles are 'empty' and the filenames are not immediately visible (only through Get Info on individual file), you don't even know what's the RAW and what's the JPG. I have never committed my RAWs to iPhoto, so I won't to Photos either.
It's furthermore not even that easy to get only the RAWs out of the Photos Library (if you don't want them to be imported, like in my case). In the end (luckily, I still had the photos on camera), I deleted the imported files, used Adobe Bridge as described above, and then only imported the JPGs. That will be my workflow until Photos offers more options to split up.
