That doesn't mean it's automatically bad, it just isn't signed. Right click on the item and choose Open. This is a temporary bypassing of the built-in Gatekeeper.
However, it's still unlikely you'll be able to open the file since it requires a Mac with a PowerPC CPU to open a .sea package, which stands for Self Extracting Archive. In other words, a compressed image like a .zip file. If you have Snow Leopard running on any Intel based Mac, and have the PPC Rosetta emulator installed, you'll be able to open it there, then bring the .icc files over to the Mac you need them on.
