Q: Is it certain that I can't damage anything by deleting those files? One of the files names is "SysytemConfiguration.plist".

Is it certain that I can't cause damage by deleting the files in the lockdown folder. One of the files is called "SysytemConfiguration.plist".

    Whenever you ask yourself that question it means you probably do not have a backup of your computer's files, all of them.  Do that and then don't worry about doing something because you are comfortable in knowing you can restore to the point where you did the amendment.

     

    Since the instructions come from an official Apple web page and you are seeing them in the correct context (aren't you?) they are likely correct.
