If you are running it on the machine in question, you should address it with the Apple seed program that offered you 10.11, and not Apple Support Communities which is only for discussion of currently released products.
VGA adapters should only be used for displays that don't have DVI, HDMI, or Thunderbolt when connecting from a mini-Displayport. They are analog, and mini-Displayport and the others are digital. The analog display adapters don't support full widescreen resolutions, and often don't work unless you have the exact right adapter.
