If that's the case create a silent audio file and add it to the movie, scaling it (the audio track) to the length of the movie. See if iDVD will encode that.

I took one of my 4.5 minute Aperture slide shows that didn't have a music track and that iDVD / 10.10.5 would not encode.
Imported that to FCP X, added a music track, and turned the volume down to silent.
Exported that to 1280 x 720 30p and imported it to iDVD. The screen capture here shows the result. Burning successful.
Life is good! I can now sleep.
I want to submit an iDVD problem report to Apple but can't seem to find a link - any help on that?

I've just re-encoded and exported from Final Cut a silent bit of video on one of the iDVD projects that failed. I chose video & audio rather than just video and the encoding worked! This would appear to be one of the issues.
I'm going to try some of the other projects that have failed...

Curious as to what other tests you may have run and what the results are. Would be interested in hearing your experience.
The "add audio" workaround does it reliably for me.

I would encourage you to file a bug report below. Yes, iDVD has been discontinued but it is still used by millions. Your report will be helpful.

You, me, and millions of others. You see, there really are no alternatives to iDVD. In our organization, we simply dedicated some computers to run Mavericks for our movie editing purposes. Although, I have found Yosemite "workarounds" for iMovie HD 06 as well as iDVD.

Thanks for the tip about iDVD's audio requirement!!
I was getting the same error as the op, Tim Dyson: "There was an error during movie encoding" - but I am using different software. Adding audio to my .m4v movie solved my problem, as well.
In my case, the 'movie' was a slideshow created in FotoMagico (v.4.6.3) and exported as .m4v using FotoMagico's 'DVD' preset. My iMac is running OS 10.8.5 and iDVD 7.1.2.
I am adding my experience in case others get a hit on this thread (there are MANY less helpful suggestions out there).

I created a blank audio file (AIFF) in Logic, added it to the iDVD project and it burned as normal
Really wish Apple would keep supporting iDVD and iWeb!

Since the video I created did not need audio, I simply added an audio track with the volume turned almost all the way down, then iDVD burned the disc perfectly.
